I have no encountered it playing on normal difficulty.I don't think the response of KR to gifts is affected by difficulty level. Having a mansion and taking less salary than is appropriate for your rank (such as 0) should raise KR 1 at the end of each year (if the city makes money for that year). If you do that, you shouldn't need to send gifts (at least not much) and should need no salary (at least not much). Satisfy requests unless they are impossible (especially requests for troops), and avoid debt (especially continuous debt for a year or more). The easiest way to avoid the problem is to not let KR fall very much. (I can't check now, but I believe that sending a 4th lavish gift within a year will raise KR 1, so the maximum that KR can be raised by gifts at one time is 19 (but that takes a lot of personal funds). I read that some players had " tomb robbers farms " ( little hamlets whithout police and disconected from main city ) to quickly increase by this way their KR, never tried the tip. By other hand, if you set a lot of cops in their way, any catched tomb robber increases KR. * Beware of tomb robbers, if they steal some burial goods, KR falls. If your cash income allows it, you can get 1100 Db /year ( salary 0 in December ) and send 3 LGifts/year. * When I can afford a family mansion, I keep salary to 0, only setting it to 100 3 monthes a year ( no in December ) to send one lavish gift a year. * At the very beginning I set anywhere a family mansion, set my salary to 0 and undo ( to have back the Db.
Playing usualy at VH level, never had KR problem but : So you can increase KR by 18/year if you send the 3 gifts in the same month. The second 5, the third 3, any further gift 0, if you don't wait 12 monthes since the last gift.
The first lavish gift in 12 monthes gives you 10 KR points
